A public hearing in connection with the LNG terminal project at Gangavaram port to be held on Friday has been postponed until further information. Mr. Osman Ali Khan, Andhra Pradesh Pollution Control Board Official, attributed the postponement to the recent heavy rains and disrupted normal life. Any public hearing is said to have two basic legal requirements; the public must be informed in advance about the meeting or the hearing and they must be allowed to participate in the deliberations on the matter meant for the public hearing. The draft Environment Impact Assessment (EIA) has already been submitted to the Andhra Pradesh Pollution Control Board. The pre-projects works are already on; and the investment in the first phase is said to be at INR 4,500 crore. Engineers India Limited has prepared the front-end design and all the relevant preliminary surveys such as soil analysis and topography survey are to be completed in a few months and the contract is likely to be awarded during January or February, 2013. It is said that a period of three years may be enough both to construct and to commission it. Huge investment being at the stake, care is taken that no hurdles be placed in the implementation of the project.
The terminal will have a capacity of 10 million tonnes per annum (MTPA) though initially it might be about 5 MTPA.
