Haldia impasse likely to end on panel’s recommendations

To put to an end to the unrest at Haldia, Kolkata Port Trust (KoPT) appointed a three-member committee to find solutions to the problems at Haldia Dock Complex. On account of commercial unviability, when Haldia Bulk Terminals, a joint-enterprise between ABG-LDA and KoPT, decided to shut down its operations at berths 2 and 8, to avoid this interruption in services, KoPT , through arbitration, started diverting more vessels to HBT’s berths. This practice provoked protest from the workers of the other berths. Besides, HBT came out with its hard decision of retrenching 275 workers. Protest naturally got sharper and grew stronger. Now, the panel has come out with recommendations to solve the issue. First, the panel recommended the reinstatement of the retrenched workers.  With regard to the retrenchment, the committee said: “HBT will consider reinstating the 275 retrenched employees as the other stakeholders are firm in the opinion that no exit from the present imbroglio is possible without reinstatement of the above retrenched employees”. Second, a dedicated policy must be framed to ensure a proportionate distribution of cargos among the berths of both HBT and Ripley& Co. Another well-thought out recommendation of the committee was shifting of two stand-by multi-harbour cranes to Ripley operated berth in order to maximize the utilization of the equipment which , in fact, is the essence of the  proper and effective material management. Meanwhile, HBT must ensure an uninterrupted cargo flow to berths 2 and 8 for which the private operator must be allowed to engage himself in marketing activities. The recommendations of the panel are very practical in character and also the fact is no business can be suspended for long without detriment to the interests of the individuals and the institutions.
