In the historic Emerging Kerala summit which ended on September 14 in Kochi, the senior port officials said that three engineering firms from UK have expressed interest to undertake the project of constructing breakwater and dredging in connection with the Vizhinjam international project. It is an INR 1,600 crore project and the officials said that they would consider the UK proposals after calling for global tenders to construct the super structure of the port. Along with the construction of the superstructure, operating it and maintaining it for a period of thirty years will be given to a private operator. The port’s quay length will be of 2,000 meters and it would be constructed in three stages. For the Vizhinjam seaport project of INR 4,010 crore, the landlord model will be adopted. Once the port gets permission from the Ministry of Environment and Forest, the work of dredging, reclamation, and the construction of basic structure such as break-water and quay will be started. The senior officials said that they would approach the Centre “for viability gap funding wherein the Centre can fund 20% of the project cost of the proposed international Vizhinjam port project”. They would also request the Centre to relax the pre-determined tariff which is “applicable for public infrastructure road projects, but for ports which have to compete with international players, this rule will be an impediment to generate profits”.
