A committee was formed with Mr. B. K. Chaturvedi, member, Planning Commission, as the leader with representatives from Shipping Ministry and state governments to study and decide upon port regulation. The panel decided that the major ports owned by the Indian governments and cargo handlers may be given freedom to decide upon their own rates like the ports owned by coastal states “with proper check and balances and to amend the Major Ports Trust Acts, 1963, for this purpose” , to quote an official who attended the meeting. Mr. S. S. Kulkarni, Secretary General of the Indian Private Ports and Terminals Association, said: “There is no need to regulate ports, major or non-major”. He also added: “The fear of monopoly no longer exists. Any further progress in the sector can now only come through less and less legislation”.
