To enhance the capacity by 12 million tonnes per annum (MTPA) to reach 104 MTPA, the Government, on Thursday, gave an approval for a project for import of crude oil worth INR 622 crore to be developed at Kandla port. According to an official statement, “The Cabinet Committee on Infrastructure (CCI) on Thursday approved the project for development of Single Point Mooring (SPM) and allied facilities for the import of crude oil off Veera in Gulf of Kutch at Kandla port”. A Single Point Mooring, also known as Single Buoy Mooring, is a buoy which is anchored offshore; as the name itself suggests, it serves as a mooring point that can interconnect tankers loading or offloading gas or liquid products. The project will be carried out on build, operate and transfer (BOT) model with a concession period of 30years; the estimated cost of the project is INR 621.53 crore.
The government has taken into consideration the strategic location of Kandla port particularly for the import of crude oil. The government is very well aware of the fact that there are many refineries in the North-western India that need facilities like SPM.
