
To the coastal shipping operators, the river-sea vessel laws, notified by the DG Shipping, will go a long way in helping the coastal shipping. The laws are looked upon as the path-breaking regulations that free the Indian ships other than the passenger vessels, oil tankers, and offshore vessels, support and supply vessels operating along the Indian coast and within the territorial limits of India from the Provisions of the MS Act 1958. Of course while exempting the vessels from the requirements found unnecessary for inland and coastal shipping; it does not give up the integrity of the Act by protecting the interests that cannot be dispensed with. The greatest advantage lies in the much-needed reduction in the cost of the construction of the vessel and also offering flexibility in the manning norms. These regulations will lead to a greater river-sea container movement which, in t urn, will end up in construction of many more vessels. In fact, it is said that some of the private shipyards have already started the construction of vessels. In short, the shipping industry stands to benefit much by this new river-sea law.
